Electronic Public Expenditure Management System (e-PEMS)
Client: Ministry of Finance, Bhutan. The project is funded by the World Bank.
Worked on Developing e-PEMS. e-PEMS is used by all Govt. finance personnel in Bhutan for accounting and expenditure management. In the past, all Govt. payments were made with bank cheques. e-PEMS replaced all offline transactions with electronic payments. The system is connected with all the banks of Bhutan. It is also connected with the central bank of Bhutan.
My Role:
Worked as an Architect and Lead Developer. Also, liaised with all stake holders (banks, central bank, and various Govt. agencies) on all technical matters.
Technologies Used:
Microsoft technologies, including: ASP.NET, SQL Server, C#, Reporting Services, etc.

Government Payroll System (GPS)
Client: Ministry of Finance, Bhutan. The project is funded by the World Bank.
Worked on developing GPS. GPS facilitates the processing and payment of the salaries of all Govt. civil servants.
The system automatically deducts taxes, provident fund, and insurance contributions. It deposits them to the accounts of the appropriate agencies.
My Role:
Responsible for end-to-end development including – requirements gathering, technical architecture, development & testing.

Microsoft technologies, including: ASP.NET, SQL Server, C#, Reporting Services, etc.
Budget Monitoring Tool (BMT)
Client: Ministry of Finance, Bhutan. The project is funded by the World Bank
BMT is linked to MYRB (Bhutanese budgeting system) and facilitates the planning, monitoring and control of the budget.Client: Ministry of Finance, Bhutan.

Government Performance Management System (GPMS)
Client: Office of the Prime Minister, Bhutan
Single-handedly developed the GPMS software. Responsible for end-to-end development including – requirements gathering, technical architecture, development & testing.
GPMS is based on the principles of results-based management (RBM). Currently, GPMS is used by all Bhutanese Govt. ministries, provinces & districts for planning, monitoring & evaluation of their work.

Leadership Feedback System (LFS)
Client: Royal Civil Service Commission (RCSC), Bhutan
Single-handedly developed the LFS software. Responsible for end-to-end development including – requirements gathering, technical architecture, development & testing.
LFS is used by Bhutanese civil servants to provide feedback on their management & other key personnel in their organization.
Managing for Excellence (MaX) System
Client: Royal Civil Service Commission (RCSC), Bhutan
Single-handedly developed the MaX software. Responsible for end-to-end development including – requirements gathering, technical architecture, development & testing.
MaX enables individual civil servants to plan, review & evaluate their work. Currently, MaX is being used by a majority of the 27,000 Govt. civil servants in Bhutan.
